The link you gave is a story about the current crop of high school players. Correct one below (ESPN+ article).
But even though most of the top rated players turn out to be very good, many of the lower rated players become major contributors to their programs. For example, of last year's transfers rated 90-101, eight of them averaged in double figures for their new schools. Cam Spencer (#114) was the second leading scorer for national champion UConn. D.J. Horne (#118) was the leading scorer for Final Four N.C. State. Hunter Sallis (#131) was the leading scorer for Wake Forest. Sahvir Wheeler, who scored 27 points against us was ranked #278!
So rankings matter less than how the players fit into the teams. There are dozens and dozens of transfers who can help teams win.
