It used to be true regional first rounds until money won out.

Now it is what it is and the regional setup is just that in name only. It's just a way to organize the tournament. They could just as easily mark the regions as #'s 1,2,3, and 4 and be done with it. The East, West, South, and Midwest distinctions are meaningless. I think some of the printout brackets don't even bother marking the regions.
