I'd find a way to put the players on multi-year contracts, with a buyout negotiated.
The devil is in the details, of course. But, coaches have to pay a buyout when they leave before the contract is up. I don't know why players should be different. I'd structure it so that if you are leaving football, you can leave football w/o a financial penalty. But, if you play football for another school, you have to buyout the remainder of your contract.
And, I'd structure the contracts so that the payments are back loaded. Payments along the way, w/ a big payment when the season is over. If you sit out a bowl game, you don't get the last payment. And, while I'm at it, I'd include bonuses for making a bowl game and winning a bowl game.
