I don't see why there can't be a rule that if you throw a ball off a guy's face, it's a foul. I suppose some crazy person could try to get hit in the face, that negates the foul.
I'm sure it comes up so rarely that the rules committee hasn't thought about it. It's just weird that it's been done with intent in two UCLA games over the years.
