Based on the results of all previous tournaments since 1985:
Chances of a #9 seed beating a #8 seed: 49.5%
Chances of a #9 seed beating a #1 seed: 8.9%
(Chances it will be a #16 seed: 0.02%)
Chances of a #10 seed beating a #7 seed: 39.3%
Chances of a #10 seed beating a #2 seed: 35.8%
(Chances it will be a #15 seed: 6.9%)
Based on these numbers, a #10 seed has a three times greater chance to make the Sweet 16 than #9 seed.
