apparently UCLA doesn't have enough money to compete for the big names. Maybe that's wrong information, but perhaps we are seeing the strategy being employed when there are many slots to fill and not a huge war chest available, or at least not big enough to bring in 1 or 2 big money transfers and still be able to bring in decent players for the remaining slots needed to be filled.
