The key here is your term "everything football". If you put Chip in that position, then he should be able to fire the AD and the Chancellor, make the schedule, direct the WAF, etc., even run MoW. He had none of those "everything football" powers. If you make him czar, give him czar powers.

Obviously, the HC is producing the product and Chip did that as well as anyone could given the half-ass way Ucla and its fans go about supporting football. I wish Chip had won more, especially the ASU and Cal games this year which essentially cost him his job, but he ran a first class, all-business, mature program. Zero off-field issues, very little outbound transfers. But because fans don't think, they emote, they only respond to the dopamine hits they get from wins and dopamine deficits they get from losses. They get stupidly happy, or stupidly sad and angry depending upon how their fan experience affects their biochemistry. So, they got down on Chip and very angry during the early rebuild, especially since they were expecting the Blur and Oregon 2.0.

If you seriously believe the HC is responsible for "everything football" at Ucla, you aren't paying attention. Alabama? Yes, you're probably closer to the truth. But here? NFW.

You need to recalibrate how you frame this problem.
