The net change in outcomes from Foster vs. Chip will be determined by the amount of money each has/had available.

Chip was limited by Ucla's refusal to support NIL for two years and by the fact that Morgan Center went bankrupt, operating during most Chip's term under a debtor in possession financing arrangement with Ucla. Less money for Chip meant, by necessity, more focus on the portal, to good effect. It also meant less HS/JV recruiting. Chip didn't have a budget to accommodate extensive JV recruiting which is less productive than the portal in any case.

Foster may now have more money since Ucla says it has relaxed its opposition to NIL and Morgan Center's bankruptcy appears closer to resolution. If Morgan Center decides to spend some of the new $20mm in annual B10 money on something other than more staff, more perks, more buildings, bigger salaries and fatter pensions for themselves, Foster may have more discretionary spending ability and a freer hand to go after the JV market.

But, don't hold your breath. This is Ucla, a government run social welfare program, not a competitive, free market college football program.

Therefore, with half a measure of luck, we can probably expect Foster to increase JV recruiting. We should also see him continue a consistent portal recruiting haul every year if done right.

FanThinking BZers should see this issue as an institutional matter, a capital spending problem, not as a coach personality one. The coach, by whatever name at whatever program, has every career and financial incentive to get the best players available. Success or failure in that will be a money matter, not a moral character issue.
