I think you're confused here about the buyout. Ucla didn't fire him because they didn't want to pay it. They didn't want Chip around and eased him out the bureacratic, political way that Morgan Center denizens are most skilled in. They can't run a lemonade stand, let alone a D1 football team, but they can dissemble and politic with the best of them.
For concrete thinkers, a subtlety like being shown the door doesn't exist because it isn't in black and white, can't be held or easily seen. The contract Ucla failed to extend was considered questionable and hardly a vote of confidence when it was offered years ago. When they failed to extend even that weak sauce, it confirmed Ucla's lack of commitment so Chip left.
This shouldn't be so difficult to comprehend.
