I agree that there is zero value to a new football league, if there's no connection with colleges. I agree with whomever said your proposal doesn't get rid of the T9 issue.
Maybe the college licenses their name to a local team. But, I don't think having UCLA or usc on a helmet adds any value if it's just for show.
