The $20.5 mil is revenue money that the school can directly pay the athlete with. The nil rule is intended to prevent pay for play payments and restrict it to legitimate nil. If a star player can get say a $1mil Nike endorsement deal, that would be allowed. So, there is no cap on legit nil.
