However, once you do have those foundational pieces in place in coaching OL and Defense, THEN a playcaller can and will make the difference, especially as the game has evolved.
One need only to look at Alabama under Saban - a program that had the fundamentals and talent to dominate, but didn't until Kiffin/Sark started calling plays. One can also look at tOSU last year with one of the best playcallers in the College game (tho not a good man to run a program, as we're well aware), as well as Penn St as an example where over the past decade or so, playcalling and play design has been dreadful (it was better last year, but was far too dependent on Warren).
