Portal transfers aren't guaranteed anything, if they jump existing players on depth chart it's because they are better and have earned the right to play, not because they were transfers. It's not different than when a more talented incoming freshman bumps an incumbent down the depth chart, did they somehow not earn the right to play? And as pointed out by other posters, there are numerous instances of incumbents still playing over transfers.
Moreover, you seem to assume that Schwesinger would himself stay pat at the same school for his entire career even after 3 years of not even getting to sniff the field. If he were starting today, chances are that he'd be one of the guys bolting for greener pastures after a season or two.
