Ah, yes, if only someone had thought of that! It takes a stable genius to see what was in front of our eyes the entire time.
We have a couple acres of forest on slope, and I get out there as much as I can, making trails and piling up brush and slash, which then compost down pretty well. May do a couple controlled burns this winter.
In short, yes of course there are mitigation strategies such as clearing, backblazes and so on. You can't do that everywhere, and it's no guarantee when you have no humidity, no precipitation and 70mph winds.
Raking the forests is as idiotic and reductionist as nuking hurricanes and buying Greenland.
