That was, in fact, predicted! The also issued fire warnings. At that time they couldn't have done the basic things like testing hydrants or general forestry management, the run of the mill things that should be addressed by anyone competent, but there were things they could've done. They could've positioned fire trucks and water tankers in the high risk areas. Canceled all vacations and time off. Put everyone on standby. But they did nothing.
Every dollar to "fight" climate change, and for that matter, every other ridiculous project (high speed train) California wastes comes at the expense of fire and safety.
You're not going to stop Santa Ana winds. You could throw every state dollar at "fighting" climate change, but that wind is still going blow. So spend some of that fing money to mitigate fire risks. If you don't, LA will burn again in two or three years.
