I think he is a creature and he sticks with what has worked for him in the past. Up until very recent years, his main problem has always been about managing perception, whether it is handling creditors, or creating a tv reality, even to some extent, his political career. Being a CEO, half of what he has to deal with is also managing perceptions and narratives, which is completely baked into Trump's psyche. So he naturally thinks every problem he faces is essentially a perception problem that he can control by controlling hoe people talk about it. I think that was the essence of his crisis management with COVID.
I think that's what at play here. It's always about containing a problem by dictating how people perceive and talk about it.
I don't think he could care less about who lives and who dies. He's a psychopath, other people's mere life of death don't even enter his radar screen either way.
