Talk of jailing journalists, using every agency and method, other than torture and arrest, available to attack dissidents, inventing new definitions to curtail free speech, stopping all normal justice and legal investigations.

I'd say we're pushing a 6 or 7. Citizen torture and arrest is the final cap to make it a 10 isn't it?
