Because China put restrictions on rare earth minerals to the US and we get 90% of ours from China. The next two options were Canada and the EU apparently so Trump knew we were screwed and Apple in particular lobbied hard.
So we had recent announcements about Apple investing more money, it almost certainly was a bribe to Trump to drop the tariffs on phones and chips.
My prediction for next week is he'll drop plans to tariff pharmaceuticals because they just announced investments from NovoDisk and another drug company on Friday. So he's forcing companies to announce investments, will be interesting to see if they're real or just announcements
