And he thinks it becuase someone or something reminded him of the Alcatraz he saw in the movies. He's a man of impulse and what sounds good at the moment. There's no calculation behind what he says at any moment.
So yeah, at least the moment he posted that he was fully into the idea that we should open Alcatraz and put hardened dissidents there.
