paramilitary nature are all baked into ICE right from the start. There is no "good ICE" at its core that can be salvaged. There is no healthy tissue underneath that you can salvage by excising the gangrenous debris. It is effectively our gestapo, and the problem is not administrative, it is (small c) constitutional, its very nature.

It needs to be razed down and replaced by a very different enforcement agency that is actually built on the basic conception that the people they are dealing with are not dangerous criminals and terrorists, but ordinary people who should be treated as human beings while you enforce the law.

It was a horrible idea to make immigration enforcement a subagency of homeland security. What you start out from a position of militarism, you can try to run it differently all day long, it will continue to look at every poor person who is just tryng to get a day job to feed his family as if they're out there to bring down the World Trade Center.
