It's not about this individual or that individual being racists independent of one another, but an entire institution aligned around a particular point of view, proposition, an outcome that instantiates itself in the acts of the individuals associated with that institution.

When George Floyd was killed by that cop, the first report that came from the coroner's office suggested that the death was incidental.

If you're a coroner who would judge a death like that in a way that can be tied back to the cop (a) you would be disciplined by your superiors, and (b) your report would have been junked and you'd see someone else writing the final report that clears the cop. Repeat that enough times with the understanding that you may very well lose your job the next time, of course you'd also end up writing reports that white-wash these deaths.

It's all part of the human nature and how these institutions work.
