Several years ago - like 7-8?- a friend of mine from South Africa (he's very centrist) said "you know, you guys are just giving Africa to China."

And frankly, ya, how are we going to compete w/ China's Belt and Road program and the extortion-lite or regular old extortion that goes with it.

Wrt you last question, I think their interests are aligned enough that it doesn't much matter.
