Lander was there observing Immigration court, something he has done multiple times in the past. The judge apparently scolded him for being there saying it was unnecessary(he's running for mayor) so Lander left the courtroom. When he got outside he was surrounded by ICE agents who were there attempting to take an immigrant whose hearing Lander had just attended. Lander "locked hands" with the lawyer and the immigrant and demanded to see a warrant. ICE refused to give him a warrant and arrested him, without any authority to arrest a US citizen.
At one point one ICE agent asked another do we really want to arrest the Comptroller as Lander was shouting at them they didn't have any authority to arrest him.
ICE is apparently referring to the Kristy NOem if you obstruct us we will arrest you statement but again, they don't have any legal authority to arrest citizens and Lander clearly stated once I've seen your warrant I will let go, I am NOT obstructing you I am asking to see a warrant
