It does away with allowing people to auto renew every year. they instead have to re verify their income, their citizen status etc every year. That is in addition to cutting one month off the enrollment period so more work for the administrators with less time.
new enrollees are in a trap where due to having to wait for documents to be unloaded and approved, they might miss the shorter enrollment windows. There's a cushion built in where you can have coverage before it's approved, but that is now shorter so that it's much more likely people will have to go without insurance or pay their own way while they wait for Obamacare approvals.
