Technically he can't force him out earlier but there was something in the bill that I read that claims Trump can fire literally anybody and in that article it said it's likely one of those test cases will be Powell.
THe thinking before was he would appoint his replacement and that would so undermine Powell he'd just do what Trump wanted but that hasn't happened.
