He knew he did a terribly wrong thing by voting yes, and before he voted yes, he knew the bill is horrible. Why did he still vote yes? Is he afraid of political retribution? Then just change the political party.
How is it possible that a sitting president creates so much fear among the lawmakers? How is it possible that no one from GOP party that Donald Trump is the bad apple? Why are they continuing enabling this POS president?
By the way, Josh Hawley is famous for waiving his fist towards the J6 rioters, and then infamously escaped through the back door of the building when the rioters pushed through the police barricade.
