Hawley proposed a bill to make trading stocks against the rules for members of congress, VP and POTUS. There's a 2nd tier in there that has some other things and Trump misunderstood it, because he's a moron and thought the entire point of that was to force him to sell Mar A Lago immediately to be in compliance with the bill. So he started attackign Hawley, who is downplaying the whole thing and explaining to Trump like he's 5 that you just misunderstood the bill.
The whole thing is stupid, like Trump would actually honor the bill anyways he'll just continue to tip off his friends with insider trades and ignore the emoluments clause with his businesses.
I mean there were reports while he was in Scotland he was doing so many business meetings for the Trump org NOT the government that EU leaders were having trouble getting appointments
