If and when we get to rebuild American politics, assuming there will be an America when this is all done, we do needs to set better ground rules about how money flows in politics.

At the expense of sounding like I'm still beating a very much alive horse, unlike what we have now, proportional representation is designed to operate with political parties. It ends up strengthening parties, and I imagine it forces campaign finances to be operating at the part level. You wouldn't have individual campaigns in a multitude of districts to track, but only what money goes into the party and distributed by the party (imagine an election where the yard signs is not so and so versus what's his name, but this party vs that party).
