Court authentication of photos and video is fairly simple

You need to have someone who either took the picture or video, or who was present when the photo or video was taken testify that they were present and that the photo is a true and accurate depiction of what occurred at the time. In the case of surveillance the operator of the system would testify as a custodian of records as to how the video or photos were taken and preserved.

So footage by itself isn't evidence, it needs authentication and some times chain of custody.

In the case of ICE beating up people for no reason, the sh!t is rampant and out in the open with many witnesses there generally hasn't been much of an issue. A lot of the images and video are from ICE body and surveillance photos/video.
