I read a substack that explains what they think happened,
It's Ketanji Brown Jackson that stayed it they think she knew if she didn't, at least 5 conservative justices would have instantly overturned her permanently and killed SNAP. By doing it this way the lower court has to take action by Monday, and then she will take action from there in 48 hours. So she put USDA on notice, find the money and line it up so IF I rule in favor of the lower court order you can IMMEDIATELY oay out the money.
The Trump admin is lying saying they don't have enough funds to pay for a month and can't pay a partial without significant delay, so she's telling USDA to shift around money and be ready.
It sounds like she's an NFL team that knows if the replay is looked at they will overturn it so they quickly snap the ball, except in this case she's trying to keep the correct call before the crooked refs overturn it
