Include the tax in the price. If something is 3 bucks, it's 3 bucks with tax included, not 3 bucks and some dumb change.
You realy want to get rid of pennies? And that would be a good thing, you need to change that practice.
Added advantage, taxes are not constantly in everyone's face all the time.
