Here is a regional bloc of Democrats which had stayed fiercely loyal to the party even in the elections that went overwhelmingly to the GOP since the end of Reconstruction. The Democratic south never waivered until 1964. Judging from what LBJ said after signing the civil rights bill, the Democratic Party must have known that the party's center of gravity was shifting and the enormous cost that was to follow.
