Couple of possibilities come to mind
a. Maybe all the problematic documents have been destroyed or altered in some way,
b. Or perhaps he has a way of controlling the release through another mechanism, whether it's the investigation Bondi wants to start or the calculus that he can slow walk the whole thing down to a crawl at the DOJ end.
c. Or he calculated that if he releases documents that are damning to Clinton and other Democrats, Democrats will back out of their demands.
d. Or he's so senile and incapable of thinking anything beyond the first step of any move that he's more focused on not losing the immediate battle against the discharge petition.
e. Or he's sending some covert signal at the same time that this is a loyalty test and anyone who voted for it will be primaried, or other consequences will follow, while he pretends like he has nothing to hide.
We'll find out soon enough. Just don't anybody think that whatever's in the files will bring him down. Don't assume anything will until he's actually brought down.
