What I'm saying (and I have heard military experts say this) is that there are a few clearly illegal acts that they can't perform under any circumstances, and these situations should be taught in boot camp and beyond. But the more nuanced decisions should not be placed upon the troops, but rather they should rely on their superiors for guidance. This system works pretty well in a well-disciplined military.
