He doesn't strike me as someone who's aware of what's happening around him. He's probably either napping or watching TV most of the day trying to catch what's being said about him.
He did set the tone though. Hegseth knows what his mission is, which is, black and brown people are vermin; kill them all. Once he established that, his mindless minions will take care of the rest.
He's the CEO of USA Inc after all. His main job is to play golf, roll in dough, and make public statements.
