There was plenty of evidence that he wasn't up to running, let alone another term, but he and his handlers (including his wife) did their best to cover it up. He never should have run for a second term.
As a result, there was no primary season to pick the best candidate (which may or may not have been Harris) and Harris got into the game very late.
The book Original Sin by Jake Tapper and Alex Thompson does a nice job of laying all this out.
I thought Biden did a great job as President, but trying to run again is a big blot on his legacy.
