I don't think it's cynicism from my point of view. Just a harsher look at things from a more third world sympathetic angle.
International development in the third world is sometimes a precursor for an exploitative relationship when it comes to a nation's resources.
If this school is geared towards the NGOs with no tied to the industry, and it's run in equal partnership with the people living in the region they are trying to impact (rather than a string of local strongmen who are farming out their land for western interests) than that's great. I take it all back. Other than that, I would say it's always worth looking at a gift horse in the mouth when it comes to good deeds delivered through power imbalance.
Yeah, I'm set in my ways. :)
