Let's not be naive here. In the Jim Crow South, whites were only marginally more literate than whites, but very few blacks could pass a literary test to vote. When whites showed up to take a test, they were waved off, but for blacks, they had to line up for hours since only one could take a test at a time. Questions asked were tricky, and it was up to the examiner to pass or fail.
In Bumfuckville, Texas, Mrs Karen Kirk shows up to register with no passport. She's a citizen! Maria Martinez shows up to register. She has a passport and a birth certificate showing her birth in San Antonio. Both documents are declared forged on the spot and and ICE agents arrest her for deportation.
Selective enforcement. We are seeing that today. ICE violence is all confined to blue states. Only brown people get stopped for questioning.
