Gore, the Court — in a 5–4 decision — halted the ongoing hand recounts, ruling that inconsistent counting standards violated the Constitution and that there was insufficient time to complete a consistent recount before federal deadlines. That effectively awarded Florida’s electoral votes, and the presidency, to Bush.
