Nobody claimed it was rigged.

The initial tabulation was so close that it was within the statutory entitlement for a recount. But in Florida, you only got a recount if you paid for it. Florida is a big state and the Gore campaign didn't have the cash on hand to do the whole state. So they asked for recounts in key counties. The legal battle was over whether Gore could have his recount and what rules would apply for the recount.

STATES CONDUCT ELECTIONS. So the case made its way to the Florida Supreme Court, which was expected to rule for Gore. That's when the U.S. Supreme Court ordered a stay, intervening against every existing precedent. They took their time to hear arguments and then ruled, essentially, that time had run out.

Their decision was so bad that they slipped in a ludicrous caviat that the ruling couldn't be used as a precedent in future cases.

And let's not forget that it was Republicans, not Democrats, that invaded a vote counting facility to obstruct a legal recount.
