Okay so he *should* be banned but it isn't going to happen.
The owner has no interest in moderating this board. He would rather just shut it down than moderate it, which he did more than once.
So the options are to either accept the Open Forum as it is: kind of like the surface in Fallout, where anything goes.
Or to have it shut down. It's a binary choice at this point.
