for voting? I honestly dunno. I don't think we have a central database that lists all citizens of the US. Do you need to send a copy of your birth certificate or a passport to register to vote? I don't think so. You provide an SSN, but you can still (presumably) register to vote if you don't have an SSN because an SSN is not a requirement for exercising your rights as a citizen.

What is the magic that's happening under the hood that enables states to ensure that only citizens are registered to vote? I honestly don't know.
