What he means by “risk insurance” is open to question. As for Trump’s promise of escorts for tankers:
Behind closed doors, U.S. Navy officials have already told tanker executives that there is presently no availability for an escort mission, Lloyds List reports - and they have provided no guarantees that there will be in the future.
I doubt tanker executives are terribly impressed by Trump saying he will provide “risk insurance”.
Presently he is trying to get Iranian Kurds to rise up and overthrow the Iranian government with vague promises of assistance.
