From a publication called the Middle East Eye.
A source identified as "a former Indian Navy official" said the ship was "defenceless" and the article also said
"According to reports, the rules of the exercise stipulated that no ammunition was allowed on participating ships."
I'm not 100% convinced by this. I find it a little difficult to believe countries was send warships over open waters without any means of defense. Also 'ammunition' is an odd way to phrase it since it is most commonly used to describe bullets and shells.
