Paxton didn't win the GOP primary. Neither did Cornyn.

Trump and the Texas GOP want to avoid a runoff, which would be costly and time consuming.

Trump wants Paxton to step down before the runoff, i.e., before it is determined who won the primary.

So asking what would happen if "Ken Paxton wins the Republican primary for U.S. Senate in Texas and then withdraws before the general election" begs the question.
