Per-Capita Funding: The analysis found that Republican-leaning states were set to receive a net $3,192 per resident, compared to $3,160 for Democratic-leaning states.


Breakdown of the $1.9 Trillion American Rescue Plan
1. Direct payments to individuals (~$400B)

$1,400 stimulus checks per eligible person (top-up to earlier $600 checks)

Sent to most adults earning up to $75k ($150k couples) and dependents.

2. Unemployment benefits (~$200B)

Extended $300/week federal unemployment supplement

Extended programs for gig workers and self-employed

Benefits continued through Sept 2021.

3. State & local government aid (~$350B)

Aid to states, cities, counties, tribes, and territories

Intended to prevent layoffs and support services like police, firefighters, and health systems.

4. Child tax credit expansion (~$120B)

Increased credit to $3,000 per child

$3,600 for children under 6

Made fully refundable and paid monthly in 2021.

$130B for K-12 schools (ventilation, PPE, smaller classes)

~$40B for colleges and universities.

$20B vaccine distribution

$50B COVID testing and tracing
