I wonder about the banality of evil thing too, in terms of a person's inability to pay attention to or care about what's happening to others.
Maybe the starting point for fascism is as ideological, economic, and cultural as it is how individuals are socialized as children and their family dynamics. I'm sure someone has made that observation before ... Reich, Fromm, someone. Fascism seems to be the elephant that us blind people are trying to define by touch.
