Yes, sometimes the right thing to do can cost you in polls and midterms.
Even after governing via the "here is the free sh*t I plan on giving you" platform, Biden got slaughtered in the 2022 midterms. At least Trump, who will likely lose the house, will do so doing what is right for the American people.
