Watched something on that over the weekend. The government has an actual record of eveyone that paid the tariffs, what date, how much, exact details because it's a government tariff. So in theory they could just put that list into a payment database and kick out checks to everyone.
But instead Trumps admin is requiring everyone to submit claims, because they are hoping people won't file the claim
