ticky tack convictions in areas where private prisons are a big business. This is especially true in some southern states where there are claims that the prison industry funds judges and DAs who will be constantly pushing fresh blood into prisons.
As a general rule when you add profit motive in any situation, you are setting up a powerful incentive structure that needs to be regulated vigilantly, which is the one area where we, as a nation, fail consistently, and I would argue, by design.
